The communal Centre of social welfare (CCAS) is a communal state-owned company intervening mainly in three domains :

• the lawful social security benefits which, by law, are his only compulsory attribution ;
• facultative social security benefits and social welfare, subjects for which he has a big freedom of intervention and for that he implements the social policy determined by the local elected representatives ;
• the animation of social activities.

To fill the task which is allowed to him, the communal Centre of refreshed social welfare of an organ of management : the directorate, and clean means : an autonomous budget and of the personnel recovering from his authority. un budget autonome et du personnel relevant de son autorité.

The directorate is composed as follows :

• of members named by the Mayor: CLAUDINE LECERF, MONICA BREANT, BRETON Patrick, Chantal d' OVIDIO, FREDERICA GUIVARCH, PHILIPPE HENRY, BRIGITTE ISABEL

The directorate manages the communal Centre of social welfare. In that capacity, it is authorised to take deliberation which is kept on a special register. To assure the secret of some decisions, this register is made up of two volumes : one, relating to the communicable acts (decisions of general range), one, relating to the not communicable acts (individual decisions). So, the directorate votes all the budgetary documents, decides on actions to be led, issues its opinion on the requests of facultative social help and is made responsible for endowing in the execution of its deliberation, notably by the vote of credits and the creation of necessary jobs. Afin d’assurer le secret de certaines décisions, ce registre se compose de deux tomes : un, relatif aux actes communicables (décisions de portée générale), un, relatif aux actes non communicables (décisions individuelles). Ainsi, le conseil d’administration vote l’ensemble des documents budgétaires, décide des actions à mener, émet son avis sur les demandes d’aide sociale facultative et est chargé de pourvoir à l’exécution de ses délibérations, notamment par le vote des crédits et la création des emplois nécessaires.
